LESOTHO is in southern Africa, bordered by South Africa.
Doctor Who was not shown on any local TV stations, but the 1996 TV Movie was potentially available there on VHS tape.
The tapes, distributed by the South African company CIC Video (Pty) Ltd, were "manufactured for sale and rental use only in South Africa, Namibia, Lesotho, Botswana, Swaziland [and] Zimbabwe...", per the copyright disclaimer printed on the labels.
While that clause appears on all tapes distributed by CIC Video, it's unknown whether or not the tapes actually were available in shops or rental outlets in Lesotho.
